AURORA - The Colorado High School Activities Association is presenting new bylaw proposals and committee reports to the CHSAA’s Legislative Council, the democratic arm of the association, on Tuesday, Feb. 3, at the DCSD Legacy Campus.The meeting will kick off at 9 a.m., with doors opening for Legislative Council voting members, athletic and activities directors, superintendents, principals, school administrators, media members and any other attendees at 8 a.m. Anyone unable to make the meeting can watch a live stream of the event or follow along by a live blog.Find a complete list of bylaw proposals and committee reports here.During the meeting, CHSAA will present new bylaw proposals and committee reports to the Legislative Council, a member group of 75 representatives from across the state of Colorado. Each primary league has representation, in addition to representation from the Colorado Association of School Executives, Colorado Association of School Boards, and the Colorado Athletic Directors Association. This diverse group is tasked with making decisions that they feel best for all student-participants across the state.CHSAA has two Legislative Council meetings per year, with the Spring Legislative Council meeting being held on Wednesday, April 22.Some of the specific bylaw proposals and committee report proposals are as follows:Constitutional (requires 2/3 vote for approval), Administrative and Athletic Proposals (requires majority vote for approval) are:CON 1 - More clearly defines what a CHSAA member school can and cannot beCON 2 - Provides guidelines for makeup of committee membersCON 3 - Requires at least 50% of members seated on a committee to have at least three (3) years of Athletic Director experienceADM 1 & ADM 2 - Clarifies how enrollment data will be used in classification of programsADM 3 - Aligns the language of district teams with co-op teams, and clarifies how teams are formed and then classifiedADM 4 - Better defines who is considered a "coach" within the context of athletic-motivated transfersADM 5 - Revises the calendar-based standard for restricted varsity to a competition-based measureADM 6 - Ensures that international students who are not part of an approved educational exchange program are held to the same eligibility stndars as domestic transfer studentsADM 7 - Allow officials organizations to review ejections based on any physical act to ensure the call was correct. Align language with the new Bylaw 2201, if passedADM 8 - Clarifies the language around Foundation Games and Scrimmage DatesADM 9 - Stabilize the amount of teams who qualify for the playoffsATH 1 – Start the girls swimming and diving season on Week 19 (NFHS calendar) to provide one week between the boys and girls swimming and diving seasons.Other major changes coming from the committee reports include:Budget/Property Administration - Membership dues and participation fees will increase by 2% next year and for each of the next three yearsCLOC - Football leagues, an additional classification for both unified bowling and esports, classification splits for 2026-28 cycle, program placement recommendations and probationary statusAmendment - Proposal to change basketball splitsBaseball - Remove district playoffs for 1A, change the format for the 2A-5A state championship and move the end of the regular season from Tuesday to MondayField Hockey - Amend the field hockey committee report and postseason bracket to give the top-4 seeds a first-round byeGolf - Remove Double Par and Model Local Rule E-5 from the state championships, set a minimum standard of 12 golfers per varsity qualifying tournament, end the regular season the Saturday one week before the State Championships, teams of four that qualify for the state championships can choose their top-four players, with any substitutes needing to be in the top 84 overall and have met all qualifying standardsGolf Amendment - Proposal to adjust the qualification process for the state championshipsGymnastics - Qualifiers out of regionals to state may vary based on the number of teams in each classificationSoccer - Change the overtime period from 15 minutes to 10 minutesSoccer Amendment - Extend the girls soccer regular season by one additional week, adding that week to the end of the seasonSwimming & Diving - Add the use of backstroke ledges at the state championships; not mandatory for the regular seasonBoys Volleyball - Allow for boys volleyball teams to use a non-smooth (textured) ball for competition
